It does look like had sat around most of its life. This is a neck off of Sx 5 string bass, model SPB-62.

This is a very stout neck. Tuners work well, although a couple are slightly bent. The truss rod adjusts very well and it looks like there are 2 stiffening rods embedded into neck based on photo of heel back. It is the vintage series and a nice amber color.
